Day 1: Grassroots is Best
Grassroots support is the best way to grow wiki use. People respond well when they see peers actively using and evangelizing it. Don’t mandate wiki use; make it available, then let people find where it’s most useful to their work:

How do you encourage innovation in wiki use without crossing the line to mandating it?

No mandatory use? Not convinced. It very much depends what and how you’re mandating. We’ve taken the approach (reasonably successfully so far) of mandating the use of the Wiki as an intranet but beyond a few simple guidelines (”Link back where you came from!” “Check someone else hasn’t already done it!” Don’t forget to tag!” etc), we haven’t mandated how people use it.
